International Tennis Integrity Agency (ITIA)
In-house Legal Counsel

Julia Lowis is in-house Legal Counsel at the International Tennis Integrity Agency (ITIA). The ITIA is an independent body established in January 2021 to promote, encourage and safeguard the integrity of professional tennis worldwide, and has jurisdiction over all players (and other related persons, such as officials, coaches and members of athlete entourage) competing in events hosted by the International Tennis Federation (ITF), Women’s Tennis Association (WTA), Association of Tennis Professionals (ATP) and the Grand Slams. Across these events, the ITIA has responsibility for administering the Tennis Anti-Doping Programme (TADP) and the Tennis Anti-Corruption Program (TACP), including formulating and publishing any updates to those rules, providing education, investigating potential breaches of the rules, and bringing cases before independent anti-corruption hearing officers (AHOs) for breaches of the TACP, or Sport Resolutions for breaches of the TADP. Under both programmes, there is a right of appeal to the Court of Arbitration for Sport.

Julia competed in tennis at national level as a junior, was captain of Oxford University Lawn Tennis Club, and represented Oxford/Cambridge in the biannual Seabright Cup. She is currently a member of Safe Sport International’s Athlete Voice Working Group. Prior to joining the ITIA, Julia practised in human rights and asylum at the self-employed Bar (England and Wales), and she has also worked as a Barrister-Intern at the Council of Europe. She has a Masters (Distinction) in International Human Rights Law.
