Meeting in Saint-Petersburg on October 1, the UEFA Executive Committee signed an agreement with a new unit of Creative Artists Agency (CAA) to manage commercial rights for qualifying matches for Euro 2016 in France and the 2018 FIFA World Cup in Russia. CAA, which was represented on a conference panel at SportAccord Convention in London in 2011, has set up a new unit called CAA Eleven for the task. UEFA also admitted Gibraltar as a provisional member of UEFA with immediate effect.

While in Saint-Petersburg, host city of the 2013 SportAccord Convention, UEFA President Michel Platini acknowledged that the Euro 2020 tournament could take place across Europe instead of in one location. "It is an idea that will be discussed by all national associations within their relevant meetings," he said. "It is an idea and that concerns the 60th anniversary of the Euros in 2020, and to carry the game further than just played in one country but extend it to 12 European cities."
